Neil Kennedy arrives to help strengthen public safety in Charbonneau

Neil Kennedy arrived on June 5 to join Charbonneau ’ s full-time staff as our community safety coordinator . This position has been created to oversee both public safety and emergency preparedness within Charbonneau .
Neil will serve as the liaison with our security patrol vendor , Corporate Crime Patrol Services , and provide a single point of contact for residents and homeowners associations on all security issues . He will support the Neighborhood Watch program and review and maintain patrol and electronic security data . Neil is committed to community engagement and will be providing educational opportunities for both HOAs and residents .
The larger umbrella of public safety includes oversight of our Emergency Preparedness programs . In conjunction with the Emergency Preparedness / Public Safety ( EPPS ) committee ,

Neil will lead the various aspects of disaster preparedness , including our HOA captains , our communications network and all the resources we have in place to facilitate effective response to disasters like our emergency backup generator and medical supplies .
Neil is uniquely qualified to fill this position .
He grew up and started his career in Southern California where he spent almost 15 years in retail security operations . These were tumultuous times and Neil was involved in preparing responses to the Los Angeles riots of 1992 , the Northridge earthquake in ‘ 94 and Y2K preparation . These events informed his early career path , and , not surprisingly , he focused on critical responses and emergency management . His skills led him to be tapped by employers to run stores with unique or high-threat issues .
Neil shared what came next : “ By 2004 I had met the woman that would be my wife , and we made the decision that we did not want to raise a family in that environment . We started the next phase of our life in Oregon , with her being hired by the Portland Police Bureau as an officer , and I being hired by the Tualatin Valley Water District as the emergency planning , risk & security coordinator . In the wake of 9 / 11 infrastructure security became a serious topic , and I was able to take the district from having nearly no plans or training , to an example of what could be done with a limited budget and no support staff . During my time there I built strong relationships with local law enforcement and the FBI , as well as being instrumental in the creation of the Oregon Water / Wastewater Agency Response Network ( OrWarn ), a mutual aid organization for water utilities within the state . Once OrWarn was established I served on the board for several years , including ( as ) chair of the organization .”
In addition to joining our CCC staff , Neil chairs the Budget Committee of his rural Fire Protection District and has recently launched a security consulting business . He and his wife have two beautiful daughters who attend a private school in Hillsboro , where he serves on the Safety & Security Steering Committee . Their preferred family activities are camping and backpacking . Several years ago , Neil and his wife pledged to complete the Pacific Crest Trail in sections ( he reports they have a long way to go !).
Neil will share office space with Rick Schram in the clubhouse . He has outlined an ambitious 90-day timeline focused on ensuring community awareness and gathering momentum . He will hold “ Home Security Clinic ” presentations ; watch for information in the Villager and via email . There will be several opportunities for the community to meet Neil including a focus on home security solutions at the Community Information Day on Sept . 6 .

Congrats to the Wildcats for finishing second in state

We have settled into summer , and there ’ s been lots of rain for our flowers . At least the ball seems to be rolling a lot further . Every bit helps !

We have learned that a “ long-time ” Niner passed away this week . Peg Watson was 103 years old ! She started the Pink Ball Golf Tournament 18 years ago to honor her sister , Ina , who had breast cancer . Even in the last years she played golf with us , she walked ! When Peg started playing golf at Rose
City in Portland , she paid 35 cents for 18 holes ! The “ good ole days .”
Cheryl Barnum and Mary Fieweger enjoy co-chairing the Wilsonville High School girls team . Last year they won state ! This year they placed second . They went to the state championship at Quail Valley Golf Course , and enjoyed following the girls and meeting their parents . The girls are aware of the Niners support financially for uniforms , etc . The Niners purchased the matching “ Wilsonville Girls Golf ” bags ( they leave these for the team ), hats and team shirts . Chris said the girls are very appreciative and “ feel like a team .” On the Niners application , we have a line for “ Wilsonville
Girls Golf ” donation . Mary and Cheryl were invited to attend the end of the season awards event . This year the team presented the Niners with a plaque and their pictures thanking us for our continued support . The plaque will be on display in the Pro Shop by the Niners area .
Pink Ball meetings have started ! The 18th annual tournament will be held on Tuesday , Sept . 12 . Mary Fieweger and Brenda Gardiner will co-chair this event . They welcome participation from membership . Contact them to see what is needed and how you can help . This is the largest event in Wilsonville
