New power billing from June 1st

The new billing system for electricity which went into effect on June 1 has come under fire from consumer groups . The change affected consumers with a contracted power capacity of under 15kW , which includes most households and some small or medium-sized businesses , and uses a single tariff , 2.0TD , instead of the six different tariffs previously operated .
The new tariff splits each day into time bands which charge for power at different rates . The most expensive period , the red tariff , operates on weekdays between 10.00am and 2.00pm and between 6.00pm to 10.00pm . The medium rate yellow tariff is in force on weekdays between 8.00am and 10.00am , between 2.00pm and 6.00pm , and between 10.00pm and midnight . The cheapest green tariff operates at all other times on weekdays , and during the 24 hours of weekends and holidays .
With the intention of creating opportunities to save power costs , consumers can now have two contracted power capacities which can be switched across the day . According to the competition watchdog , the CNMC , the new arrangements could result in savings of up to € 300 a year . However , the Organisation of Consumers and Users ( OCU ) says smaller consumers are likely to benefit

Depending on suppliers , it says , this could rise to 27.3 per cent .
Facua-Consumers in Action says that asking consumers to use their electrical appliances during cheap rate periods at night is “ degrading ,” particularly for vulnerable users . “ These times coincide with when people should be getting some rest ,” it says , adding that the most expensive rates coincide with periods of high demand for heating or air conditioning .

Spain ’ s electricity bills are already among the highest in Europe , having risen 60 per cent between 2006 and 2012 , and around four million households are reported to face difficulties in paying their bills . A public outcry following the announcement of an 11 per cent increase in January this year forced the government to intervene in order to halt the rise .
