PPL Engineering Services Ltd – Authorising Engineer( Designate)
Provide independent oversight and assurance of High Voltage( HV) and Low Voltage( LV) electrical safety arrangements, leading the development, implementation, audit and effectiveness of Safe Systems of Work( SSoW) to ensure compliance with legislation, industry standards, and organisational policy. Drawing on my experience as an Authorised Person( AP), I develop site-specific electrical safety frameworks and deliver competency-based training and mentoring to drive sustained improvement in electrical safety management.
June 2024 – October 2025
Babcock / Devonport Royal Dockyard – HV Authorising Engineer
Reported to the Head of Electrical Services, providing operational and assurance support for a 330-acre HV distribution network. Managed and assured the site HV SSoW in line with Energy Networks Association Safety Rules( MDSR – SHE Standard 07), including implementation, monitoring, and audit. Led the training, assessment, and authorisation of HV personnel, including Senior Authorised Persons( SAPs), Competent Persons, and contractors, and delivered HV area awareness training. with internal nuclear governance bodies, the Ministry of Defence, National Grid, and contractors, and represented the site at the Nuclear Engineering Directors’ Forum.
Electrical Distribution Sub-Group. Acted operationally as an HV SAP, undertaking switching on 33 kV, 11 kV, and 6.6 kV systems, controlling HV safety documentation, and designing / conducting emergency electrical simulation exercises to enhance site-wide nuclear safety preparedness.
January 2023 – May 2024
Babcock / Devonport Royal Dockyard – Control Engineer Authorised Person in Control / HV SAP
Provided 24 / 7 operational cover as part of a five-person team, ensuring safe and continuous operation of the Naval Base HV electrical systems, supporting nuclear and non-nuclear facilities across the estate and tidal berths. Managed 50 Hz and 60 Hz HV networks, essential LV supplies, standby generation, and eight 5 MVA rotating frequency changers.
Controlled HV switching across 33 kV, 11 kV, and 6.6 kV networks, coordinated Control Room staff and HV SAPs, and prepared / authorised switching schedules and HV safety documentation. Authorised plant release for maintenance, liaising with the Royal Navy, technical authorities, and nuclear governance bodies. Maintained continuity of supply during loss-of-grid events by coordinating islanded operation with the Distribution Network Operator( DNO) and site personnel. Appointed as a Suitably Qualified and Experienced Person( SQEP) under the nuclear baseline and contributed to the Dockyard’ s nuclear emergency response organisation.
August 2020 – December 2022
Babcock / Devonport Royal Dockyard – Control Engineer Nuclear for the Submarine Refit Complex / HV SAP
As part of a five-person team providing 24 / 7 operational cover, I managed 60 Hz HV systems, essential LV systems, and standby generation at the Submarine Refit Complex( SRC), acting as the focal point for out-of-hours electrical and site emergencies. Conducted HV switching on the 6.6 kV network, preparing and using switching schedules and safety documentation in line with the Company SSoW.
As SQEP, led nuclear procedures to connect essential services to the submarine fleet, including electrical supplies and primary coolant discharge systems. Maintained continuity of supply during loss-ofgrid events using on-site generation. Coordinated and supervised maintenance teams and contractors, ensured asset management compliance, reviewed and updated planned maintenance using CAFM, implemented Health and Safety and Quality Assurance policies, led team briefings, and liaised with nuclear governance, technical, and design authorities to resolve conflicts and ensure safe project delivery.
