Military Operations Area
A Military Operations Area (MOA) is airspace designated to separate or
segregate certain non‐hazardous military activities from Instrument Flight
Rules (IFR) traffic and to identify for Visual Flight Rules traffic where military
activities are conducted. MOAs consist of airspace of defined vertical and
lateral limits established for the purpose of separating certain military
training activities from IFR traffic. Examples of activities conducted in MOAs
include, but are not limited to:
The parameters of the Restricted Areas are provided in Table 3‐6, with
Restricted Areas controlled by Seymour Johnson AFB in bold, and where AGL
is above ground level, MSL is above mean sea level, and NOTAM is Notice to
Airmen.

Additionally, the DOD has been issued an authorization to operate aircraft at
indicated airspeeds in excess of 250 knots below 10,000 feet mean sea level
within active MOAs.
There are three MOAs controlled by Seymour Johnson AFB within the DCR
Study Area and three additional MOAs inside the DCR Study Area but not
controlled by Seymour Johnson AFB. The Phelps MOA is divided into three
MOAs – Phelps A, Phelps B, and Phelps C. They are located immediately west
of the DCR and overlap Restricted Airspace R‐5314 areas C, F, H, and J. The
MOAs extend over private land outside the DCR. The Pamlico and Stumpy
Point MOAs are areas designated south and east of the DCR and are
controlled by the US Navy. They extend along the eastern shoreline of Hyde
and Dare counties, over the Pamlico Sound and the Outer Banks from
Ocracoke to the area between Avon and Salvo. Seymour Johnson AFB also
maintains the Snowbird MOA and Gamecock A MOA which are located
outside the JLUS Study Area. The Gamecock A MOA is located about 60 miles
southwest of Seymour Johnson AFB and the Snowbird MOA is located in
western North Carolina.
