The APZ Overlay District is divided into three sections , which correspond to the Clear Zone , APZ I , and APZ II , and references the Seymour Johnson ’ s AFB AICUZ Study . Provisions of the Overlay apply to applications for new building , special use , and conditional use permits , as well as requests for certificates of occupancy and subdivision and site plan approval . The Overlay does not apply to structures in existence prior to the adoption of the overlay , but does apply to existing structures that undergo alteration , repair , or replacement of within the APZ Overlay District .
Uses permitted by right or as a special or conditional use shall be permitted in the APZ Overlay District with the following exceptions :

Nonresidential land uses shall comply with density standards as defined for the Airport Business zoning district . The allowable densities for any proposed use within the APZ‐I overlay shall be calculated as follows :

Average Density – Average density of persons per hour during a twenty‐four hour period are calculated by taking the number of persons per acre expected on site , multiplied by the number of hours they will be on site and dividing the total by twentyfour .
