There are 0.02 acres zoned residential within APZ I and 14.91 within APZ II.
The R‐40 district was established to accommodate rural single‐family
residential densities, to ensure the protection of open space and to exclude
agricultural operations. The district is intended to permit limited housing
development when located within the APZ. Residential uses are not
compatible within APZ I. The minimum lot size is forty thousand square feet,
which is a slightly higher density than the compatible two dwelling units per
acres for APZ II.

It is important to note that Figure 5.21‐3 does not show the City of Goldsboro
AICUZ Overlay District. The Overlay District was established to protect
Seymour Johnson AFB from future incompatible development. As such, it
restricts certain types of uses in the CZ and APZs consistent with the 2011
AICUZ Study. The underlying zoning districts and their allowable uses are
discussed above, but the Overlay District would supersede these districts and
prohibit incompatible development.

City of Goldsboro
Within the City of Goldsboro, there are areas zoned, Airport Business,
Agricultural, General Business, Office and Institutional II, and Residential.
Wayne County
Wayne County land is zoned Airport Industry, Airport, Heavy Industrial, and
Light Industrial within APZ I and APZ II.
There are 94 acres of Office and Institutional II that are located within the CZ,
an area that is recommended to be restricted of development for safety
purposes. There are 138.6 acres of Office and Institutional II zoned land
located within APZ, which is considered conditionally compatible.
Conditionally compatible office and institutional uses within the APZ I include
warehousing and storage, repair services, and contract construction services.
There are 13.62 acres of land zoned Airport Industry within APZ I. The
purpose of the district is to provide for land uses at the end of airport
runways. All permitted uses are considered conditionally compatible and are
taken from the recommended land uses provided by the AICUZ.
There are 1.78 acres of land zoned Airport within APZ II. The purpose of the
district is to reduce the possibilities of major catastrophe as a result of falling
aircraft and to otherwise reduce the danger to the public in those areas
adjacent to air bases and airports by establishing height regulations and
limiting population density. Land users are limited to those uses not subject
to high population concentrations, and height use regulations are established
There are 98.78 acres within APZ I zoned Airport Business, and 0.17 acres
within APZ II. The Airport Business district was established as generally
equivalent to the Highway Business District except that it is located within the
APZ. The district is intended to allow dispersed low intensity commercial
uses and to provide additional review for uses that have the potential to
concentrate people within the APZ. These uses are compatible under the
condition uses are properly review and approved.
