Seymour Johnson Air Force Base (AFB) and Dare County Range (DCR) Joint
Land Use Study (JLUS) area. Understanding certain demographic
characteristics of participating JLUS communities provide a baseline context
from which informed decisions can be made when assessing compatibility
issues and developing strategies. The goal is to describe population and
development trends that have the potential to affect the future of Seymour
Johnson AFB.

Introduction
The information presented includes data and descriptions of general land
use, population growth, economic development, housing, and transportation
systems within the region to better understand the relationship between the
JLUS Study Area communities, Seymour Johnson AFB, and DCR. This chapter
provides information to comprehend the types of activities occurring
“outside the fence” by the military when considering future missions and
operations.
2.2
Regional Overview
Seymour Johnson AFB is located in the eastern region of North Carolina (NC),
southeast of the City of Goldsboro in Wayne County. The DCR is located in
Dare County, between the Alligator River and Pamlico Sound along the
eastern shore of North Carolina. The Study Area for the Seymour Johnson
AFB and Dare County Range JLUS includes partnering jurisdictions of
Beaufort, Bertie, Dare, Hyde, Tyrrell, Washington, and Wayne Counties; along
with the cities of Goldsboro and Washington. Many incorporated towns and
