regarding the airspaces above the numerous jurisdictions in the JLUS Study
Area.
use of the land. Places where people live, sleep, recreate, worship and study
generally are considered to be sensitive to noise because intrusive noise can
be disruptive to these activities. Sensitive uses, such as residences, schools,
churches, and hospitals, can be negatively impacted by the noise produced
by low flying aircraft.
Certain jurisdictional future land use categories and zoning districts allow for
noise sensitive land uses (e.g. residential uses, hospitals, schools, etc.),
which can be an issue for citizens during the times the military is performing
training exercises. As such the local jurisdictions have a responsibility
through their planning processes to protect the public from these impacts
and reduce opportunities for exposure. Conversely, the military has a
responsibility to do their best to avoid overflight of known noise sensitive
uses and consider operational modifications to reduce exposure to people
on the ground. These restrictions are documented as avoidance areas and
operating floors in the official DOD regulations for MTRs. In the case of
operating floors, flight within MTRs is restricted beyond the published flight
altitudes at a minimum of 500 ft. AGL in sparsely populated areas that
includes the JLUS Study Area. The altitudes below reflect the published
operating floors for MTRs.
Bertie County Noise Sensitive Uses
Noise sensitive uses are mostly located within the Town of Windsor, located
in south central Bertie County. Schools in the town include Windsor
Elementary, Bertie Middle School, Bertie STEM High School, and Bertie
