Wayne County also adopted a standalone Comprehensive Plan in 2009 . This Plan contains only a Growth Strategies map which also does not reflect the safety zones or height restrictions per the Seymour Johnson AICUZ Study .
Zoning Ordinance As discussed in Issue LU‐1 , Wayne County has an Airport Overlay District in the Zoning Ordinance to regulate land within the Seymour Johnson AFB safety zones within the County . The zoning ordinance does not specifically state that the safety zones were taken from the AICUZ Study , nor does it provide locations or dimensions . It simply states that they are part of the Official Zoning Map , which is not included in the electronic version of the zoning ordinance on the County ’ s webpage . The County ’ s webpage provides some interactive mapping , including zoning , but some of the features , including the map legend , do not work properly , making the data shown on the map unusable . People who wish to view the Official Zoning Map and locations of the Airport Overlay District must go to the County ’ s planning department during business hours .

City of Goldsboro Comprehensive Plan Section 7 of the Goldsboro Comprehensive Plan is titled Future Land Use . This section describes the importance of protecting the land around Seymour Johnson AFB to ensure compatible development in the future . The base is identified as one of the limitations for future development in the Goldsboro Urbanized Area . This section of the plan describes a Protection Overlay , which comprises the 100‐year Neuse River flood area and the noise and height control areas for aircraft operations at Seymour Johnson AFB . The overlay includes several elements related to aircraft operations at Seymour Johnson AFB : Accident Potential Zones , Noise District Overlay , Airport District , and Airport Height Overlay District . The inclusion of these areas in the Comprehensive Plan is a good start to prevent future incompatible
development , but the plan does not adequately zones , dimensions and sizes of them , or how the Base .
