Program. All Air Force AICUZ documents that are developed must comply
with this instruction. The Instruction identifies sizes and dimensions of
accident potential zones based on the size and type of runway, provides
procedures for developing noise contours, and includes land use
compatibility guidelines and tables within the airfield safety zones and noise
contours.
Wayne County Comprehensive Plan
The Wayne County area proximate to Seymour Johnson AFB is addressed in
the Envision 35 Urbanized Area Comprehensive Plan which is primarily a
policy document that details policies for future growth and development in
the portion of the county near the City of Goldsboro. Section 7 of the Plan
discusses future land use in Goldsboro and its Urbanized Area including a
discussion of a Protection Overlay for Seymour Johnson AFB safety zones.
The deficiencies regarding this overlay are described in the Compatibility
Assessment for this issue.
Seymour Johnson AICUZ Study
The AICUZ program has two objectives. First to assist local, regional, state
and federal officials in protecting and promoting the public health, safety,
and welfare by promoting compatible development within the AICUZ area of
influence, and second, to protect Air Force operational capability from the
effects of land use which are incompatible with aircraft operations. The
Seymour Johnson AICUZ Study includes land use recommendations that
should be used by surrounding jurisdictions to regulate incompatible land
within the noise contours and the accident potential zones.
Wayne County Zoning Ordinance
Section 50.12 of the Wayne County Zoning Ordinance is titled Airport Overlay
District. This overlay was developed to protect land within Seymour Johnson
AFB operating areas that are impacted by airfield safety zones. The overlay
consists of seven subdistricts: two for safety zones. The deficiencies for the
County’s Zoning Ordinance are described in the Compatibility Assessment for
this issue.
Goldsboro Envision 53 Urbanized Area Comprehensive Plan
The City of Goldsboro Envision 35 Urbanized Area Comprehensive Plan,
adopted in May 2013, includes many references to Seymour Johnson AFB
and had a representative from Seymour Johnson AFB on the Comprehensive
Plan Advisory Committee, which assisted in the creation of the Plan. The City
recognizes the Base’s importance to the regional economy and need to
protect it from incompatible development. Section 7 of the Plan discusses
future land use in Goldsboro and its Urbanized Area including a discussion of
a Protection Overlay for Seymour Johnson AFB safety zones. The deficiencies
regarding this overlay are described in the Compatibility Assessment for this
issue.
Findings
Goldsboro Zoning Ordinance
As referenced in the Comprehensive Plan, Goldsboro’s Zoning Ordinance has
an overlay district to protect land around Seymour Johnson AFB from impacts
associated with incompatible development in the safety zones. Section 5.10
of the Zoning Code is the Accident Potential Zone, which establishes

The Goldsboro Comprehensive Plan and Zoning Ordinance both
describe safety zone overlays to protect land around Seymour Johnson
AFB from incompatible development, but neither document fully
describes the uses that are compatible, conditionally compatible and
incompatible as described in the AICUZ and per the Air Force
Instruction.
The City of Goldsboro overlay does not distinguish between uses
recommended within APZ I and II and does not include FAR
recommendations for nonresidential uses.
