5.11 Housing Availability (HA)
in a potential loss of revenue to the City of Goldsboro and outlying
jurisdictions.
Housing availability addresses the supply and demand for housing in the
region, the competition for housing that may result from changes in quantity

Wayne County Comprehensive Plan
Wayne County’s Comprehensive Plan has policies and actions which identify
Seymour Johnson AFB as an important component of the local economy,
which should be supported and protected by the City and the County:
ISSUE
HA‐1
Lack of Local Short‐Term Accommodation for
Training Reservists
The lack of sufficient quantities of short‐term lodging has
resulted in military workforce commuting to Seymour
Johnson AFB from as far away as Raleigh, which can
require a minimum commute time of over an hour each
way.
Policy 2.6: Seymour Johnson Air Force Base shall be recognized as a
critical component of the local economy. County actions shall be
consistent with preserving, protecting and promoting the mission of
this pivotal major industry.
Action 12.5: Continue the progress made in recent years with regard
to improved planning coordination between Seymour Johnson Air
Force Base and Wayne County. Continue to welcome representatives
of the Air Force Base on County committees. Continue to support the
Base Community Council in its efforts to work cooperatively with the
City and County on such things as housing, emergency services,
communication, transportation, education, and other joint concerns.
Compatibility Assessment
The availability of nearby short‐term accommodation is important for the
support of reservist activities on military installations. Reservists, unlike
active duty contingents, typically report for training assignments which occur
over a short defined period of time, ranging from a weekend to a couple of
weeks. The brief, though recurring training requirements for the 1,257
reservists of the 414th Fighter Group at Seymour Johnson AFB, create a need
for temporary lodging, which is typically met through a mix of on‐and off‐
base options. Although there are on‐base options for reservists, including
722 dormitory units and the Southern Pines Inn, which contains roughly 150
units, reservists occasionally need to resort to off‐site accommodations as
distant as Raleigh, which is an hour drive (59 miles) from Seymour Johnson
AFB. The lack of available nearby short‐term accommodations can lead to
inconveniences for reservists who train at Seymour Johnson AFB, and result
