Findings
The State does not require local coordination with the military on
proposed wireless communication towers siting, height, and design.
While coordination is not a concern for Seymour Johnson AFB, it is a
concern for other military branches that fly lower than 500 feet in
military airspace with floors lower than 199 feet.
The City of Goldsboro’s Zoning Ordinance requires coordination with
the military on proposed new cell towers; however, there is no time
period specified for review and comment from Seymour Johnson AFB.
The City of Goldsboro is the only jurisdiction in the JLUS Study Area
that requires coordination with Seymour Johnson AFB for wireless
communication tower development.

Compatibility Assessment
The Harvey Point Defense Testing Activity is located in the southernmost
point of Perquimans County (not a participating JLUS partner) and has
Restricted Area covering airspace over the activity and the entire width of
Albemarle Sound to Tyrrell and Washington counties. Restricted Area
R‐5302A, B and C extend out over the width of Albemarle Sound and have an
operating floor of surface, 100 ft. above mean sea level (MSL), and
100 ft. MSL respectively. Restricted Area R‐5302 is controlled by the FAA and
Washington DC. Within this same area over Albemarle Sound is Military
Training Route (MTR) VR‐085 with an operating floor of 500 ft. AGL
controlled by Seymour Johnson AFB.
Albemarle Sound is an ideal area for recreational activity where boaters,
fishers and other outdoor enthusiasts congregate. Coordinated airspace
within this area is necessary to ensure the risk profile to the public is
minimized.
