Wayne County Zoning Ordinance
Section 50 of the Wayne County Zoning Ordinance establishes the Airport
District and Airport Height Overlay, which are intended to limit population
concentrations and prevent the obstruction of aircraft. The regulations are
based on AICUZ guidance, but do not call out the reference specifically.
While the allowable uses in the Airport District are fairly detailed, they do not
include all of the recommendations from the AICUZ compatible use table.
Additionally, the County’s Zoning Ordinance does not include conditions
associated with certain uses in the noise and safety zones and does not
included recommended density and noise level reduction requirements.
The zoning district and overlay encourage compatibility with Seymour
Johnson AFB, but there is no required coordination with the installation to
review future development. Since the regulations in the Wayne County
Zoning Ordinance are inconsistent with the recommendations outline in the
AICUZ, this coordination is important to prevent incompatible development.
Ordinance Regulating Solar Energy Facilities in Wayne County
Section 10 of the Ordinance Regulating Solar Energy Facilities establishes
required aviation notification prior to the construction of a solar energy
facility. For consideration of potential impacts to Seymour Johnson AFB
flying operations, notification is sent to the Commander. Notification shall
include location of the facility and the area of system.
Findings
House Bill 254 requires notification of the public hearing of proposed
development within five miles of a major military installation which is
late in the planning process.
House Bill 433 requires only notification to a major military installation
for proposed tall buildings or structures within five miles of the
installation and does not consider the at‐grade elevation of the
building or structure.

The City of Goldsboro Zoning Ordinance does not require formal
coordination with the military for proposed development within the
Noise and APZ Overlay Districts.

Communication / Coordination between Northeast
North Carolina Counties and Seymour Johnson AFB
regarding Development Review
There is no formalized reciprocal consultation between
Seymour Johnson AFB / Dare County Range and
northeast North Carolina counties, cities, and towns for
review of development plans.
Compatibility Assessment
There is scientific modeling of noise and safety areas for Seymour Johnson
AFB and noise modeling for the DCR. This modeling makes it easier for the
Air Force and Navy to assess impacts outside the installations and to
coordinate and collaborate with the surrounding jurisdictions. While the
modeling and the airspace used for military training activities provides
defined areas outside the installations as starting points for coordination with
the surrounding jurisdictions, there is a concern that the communities and
counties in the northeast portion of the State of North Carolina do not
formally coordinate development with the military. This can create
opportunities for incompatible development to occur in areas critical to
military training.
