Without a zoning ordinance, development is not controlled in areas
that may threaten existing and future operations at DCR and Seymour
Johnson AFB.

Subdivision Ordinance
Tyrrell County’s Subdivision Ordinance was adopted in 2008 and serves a
purpose to establish development standards and procedures in order to
ensure the health, safety, and general welfare of the public. The County does
not maintain a planning staff and the subdivision regulations are enforced by
the County Building Inspector.
In addition to the state codes, Tyrell County adopted a Flood Damage
Prevention Ordinance in 2003 to better protect the area from future climate
change.
A review of the subdivision regulations has identified the following concerns
related to military compatibility:
The use of buffer areas or BMPs is not specified.
Easements are only required for utility installation and managing storm
water runoff.
Noise and lighting requirements and/or standards are not stated
within the subdivision ordinance.
The approval process does not require notification to future property
owners purchasing land in a subdivision that may be subject to the
effects of military or airport operations such as noise and vibration.
The Tyrrell County Building Code does not include provisions for sound
attenuation as it relates to sound transmission from external noise sources to
the internal spaces within a building.
Easements
Property owners within Tyrrell County are able to enter into an easement
agreement with an organization or public agency. An easement can grant the
right to enforce restrictions and monitor the property. For example, an
avigation easement protects the use of airspace above a specified height.
Programs typically compensate property owners for easements due to the
loss of use of land.
Most rural counties, including Tyrrell County, lack the funding acquire
easements to protect the land may improve military compatibility. Currently,
there are no existing easements within Tyrrell County.

Building Code
The Tyrrell County Building Inspections Department provides inspection
services to unincorporated portions of the County, as well as the Town of
Columbia. Tyrrell County has adopted the following state building codes:
