Dark Sky
There is no lighting ordinance for Beaufort County to control light pollution
and prevent glare, light trespass, and skyglow. However, due to the rural
nature of the county, light pollution is not a significant issue that needs to be
currently addressed.
Programs typically compensate property owners for easements due to the
loss of use of land.
Most rural counties, including Beaufort County, lack the funding acquire
easements to protect the land may improve military compatibility. Currently,
there are no existing easements within Beaufort County.
Sound Attenuation
Sound attenuation is not included in any of the Beaufort County plans or
ordinances.
Bertie County
Bertie County is located on the eastern coast in the State of North Carolina.
The City of Windsor is the County Seat.
Subdivision Ordinance
Beaufort County’s Subdivision Ordinance was adopted in 2000, amended in
2002, and became effective in January of 2003. The purpose of the
subdivision regulations is to help guide efficient subdivision of land in order
to promote the health, safety and welfare of the county’s residents through
orderly development. The subdivision regulations outline requirements to
implement functional streets, and to provide the community with sufficient
lot sizes and open space, while conforming with the comprehensive plan to
develop land in an orderly manner. The subdivision regulations do not
include provisions related to the impacts from overflight of military aircraft.
The following is a review of the existing planning tools utilized by Bertie
County along with a brief analysis identifying their ability to address land use
and military compatibility, and where potential improvements can be made.

Building Code
Beaufort County has adopted the 2015 North Carolina Existing Building Code,
the 2012 North Carolina Building Code and the 2012 North Carolina
Residential Code. These Codes do not address sound transmission from
external sources into interior building spaces.
Comprehensive Plan
Bertie County has not developed a comprehensive plan at the time this study
was prepared.
County Land Use Plan
The 2008 Bertie County Land Use Plan is an update to the 1998 Bertie County
Land Use Plan. The 2008 Bertie County Land Use Plan is prepared in
accordance with the requirements contained in the North Carolina CAMA,
the North Carolina CRC Land Use Planning Requirements, and the relevant
planning process requirements of Local Planning and Management Grants.
Easements
Property owners within Beaufort County are able to enter into an easement
agreement with an organization or public agency. An easement can grant the
right to enforce restrictions and monitor the property. For example, an
avigation easement protects the use of airspace above a specified height.
