operation and maintenance. The purpose of the plan is to enhance the
compatibility of land and airspace use on and around the range, provide
guidance to meet short and long term needs, identify any existing or
potential conflicts, and propose alternative solutions and recommendations.
The plan includes a vision statement and five major goals, existing conditions,
a range investment area analysis, strategy, and supporting documents.
Using the data collected and the identified zones, the plan then recommends
land uses that would be compatible and incompatible with military
operations that are performed in this area. The plan serves as a tool to
prevent hazards to the public associated with weapons delivery systems and
techniques within training ranges, to prevent incompatible development near
the ranges, to protect the DOD investments by safeguarding operational
capabilities, and to educate and inform the public about the RAICUZ.
Range Installations Compatible Use Zones, Dare County

The Navy completed a Dare County Range RAICUZ report during 2007. A new
RAICUZ is expected to be approved in early 2015. The objective of the plan
is to provide information and land use recommendations that will protect the
health, safety, and welfare of residents and prevent incompatible
development from impeding the Seymour Johnson AFB mission. The study
includes range safety and noise analyses, and it provides land use
recommendations that promote compatibility with range safety zones and
noise levels associated with range operations.
The state tools provide further assistance and protection of land uses in the
State of North Carolina. The tools authorize or mandate local counties and
cities to provide for the protection of the state’s valuable industries including
the DOD and agriculture. In addition, the state’s tools require communities
and developers to protect and preserve the state’s natural resources,
including land and water, through regulatory measures to protect them from
over‐consumptive practices.
The study addresses the noise analysis associated with flight and ground
operations on and in the vicinity of the overall Dare County Bombing Range.
The results of the noise analysis were depicted in noise contours within the
area. The analysis shows the most significant noise levels around target
areas.
Building Code
The North Carolina Building Codes contain the building regulations that must
be complied with when constructing a new building or structure, or when
renovating an existing building. It must also be used when maintaining or
repairing an existing building or renovating or changing the use of a building
or structure. North Carolina’s Building Codes are required to be adopted
throughout the state. Jurisdictions are permitted to adopt a fire prevention
code and/or floodplain management regulations.
The objective of the safety analysis is to provide information and guidance
about potential safety hazards generated by aircraft overflight associated
with use of air‐to‐ground ranges. The safety analysis aids in reducing the
exposure of military and civilian activities to dangers associated with the
range. For land use planning purposes, three areas, or Range Safety Zones
(RSZs), are defined for varying levels of safety concerns due to potential
weapons impact for air‐to‐ground weapons.
