directly beyond the end of the runway and outward along the extended
runway center line.
is the document that provides the installation commander and other
decision‐makers a condensed picture of an installation's capability to support
the mission with its physical assets and delivery systems. It is a general
assessment of the installation’s infrastructure and attributes for the purpose
of gauging development potential. The IDP contains, at a minimum, the
following: Commander’s Cover Letter, Table of Contents, Executive
Summary, Strategic Vision Alignment, Installation Setting (Installation and
Regional), Planning Constraints (operational, natural, and built constraints to
development), Installation Capacity Opportunities, Sustainable Development
Indicators, Future Development Planning, and Plan Implementation. United
Facilities Criteria (UFC) 2‐100‐01, Installation Master Planning, also includes
IDP component information such as Area Development Plans, Regulating
Plans, and Illustrative Plans. Like many other USAF installations, Seymour
Johnson AFB has been using, and updating as necessary, their General Plan.
In the Summer of 2015, SJAFB was awarded a contract to develop its first
Vision Plan and IDP, expected to be completed in 2017.
The 2011 Seymour Johnson AFB AICUZ Study is an update to the Seymour
Johnson AFB AICUZ Study completed in 1993. It presents a description of the
current noise environment around Seymour Johnson AFB. It reaffirms the Air
Force policy of promoting public health, safety, and general welfare in areas
proximate to Air Force installations. This study identifies changes in flight
operations that have occurred since the 1993 study, and provides current
noise zones and compatible use guidelines for land areas adjacent to the
installation. It is provided as a tool to assist local communities in future
planning and zoning activities. Changes that required an update of the AICUZ
study include:
number and type of aircraft at Seymour Johnson AFB, installation of quieter aircraft engines, Seymour Johnson AFB Installation Master Plan of 2015
changes in the arrival and departure frequencies for all aircraft, changes in flight patterns with the additional aircraft and noise
abatement procedures, operational mission requirements and Air Force reorganization, and improvements to the NOISEMAP. The Installation Master Planning UFC identifies the minimum products that
should be included in a Master Plan. They are Vision Plan, IDP, Installation
Planning Standards, Development Program, and Plan Summary. The Seymour
Johnson AFB Master Plan provides information regarding future expansions,
developments, and demolitions. The document also lists figures and facts of
the facilities on the base, gives information about the utility infrastructure on
the base, and provides maps showing the location and district where
upcoming projects will be located within the installation. Specific information
regarding the funding and scope of expansions are provided for certain
projects. The master plan covers projects reaching out to year 2035 on
Seymour Johnson AFB.
The 2011 Seymour Johnson AFB noise contours decreased to the east of the
base and increased to the south of the base in comparison to the 1993 noise
contours modeled for the installation.
