Wayne County’s Zoning Ordinance Section 50.12 is an Airport Overlay
District providing additional regulations for the area surrounding Seymour
Johnson AFB, including use restrictions in the noise contours which are
shown in Table 5.18‐11. These uses per the Airport Overlay are generally
compliant with the recommendations of AFI 32‐7063, though there are
some discrepancies. For instance, uses such as residential are listed as
compatible in the Wayne County Land Use Code though the Air Force
guidance lists these uses as incompatible, discourages them in the 65 dB

noise contour, strongly discourages them in the 70 dB noise contour, and
only recommends them in the absence of viable alternative development
options.
Because the Airport Overlay District does not display in online county zoning
maps, it’s not clear which areas surrounding Seymour Johnson AFB are
within the Airport Overlay noise contours and where those noise contours
area.
