A Summary of

Dr. Mizan Bustanul Fuady Bisri’s Presentation

Dr. Mizan is a JSPS-UNU Postdoctoral Researcher at the United Nations University-Institute for the Advanced Study of Sustainability. He currently serves as a Disaster Monitoring and Analysis Officer at the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre).

Dr. Mizan began his talk by sharing information regarding the United Nations 2020 agenda on regional processes on disaster risk management (DRM). Prior to his discussion of DRM in ASEAN and the Pacific, Dr. Mizan explained the impact of the world warming by 1.5℃ . This change, caused by the higher rate of greenhouse gases in the atmosphere, may lead to extreme weather and result in more disasters occurring in different regions.

ASEAN is a regional intergovernmental organization comprising of ten countries in Southeast Asia, and one of their programs is the Agreement on Disaster Management and Emergency Response (AADMER). Dr. Mizan stated that ASEAN's implementation of policies and activities concerning disaster risk management are more efficient and effective than those of the United Nations in terms of procedures.

Having such an agreement in an international organization is an advantage, as it is has led to the ‘One ASEAN, One Response’ principle which all the member states uphold. There is easier mobility, and multilateral arrangements for disaster management and relief whenever a disaster occurs within the ASEAN member states.
