Apparently a large part
of the organic matter
coming
from
waste
treatment plants cannot
be used as organic
compost. Incinerating is
considered one of the last
options in the recycling
heirarchy. Unfortunately
a deposit and return
system (SSDR) looks
unlikely at present since
detailed studies have
concluded that there was
neither consensus, nor
technical, economic or
logistic solutions which
were likely to work.
However an SSDR has
been included in the
Comprehensive Waste
