n September 15 2015, my term as
Ambassador of Colombia to Japan
came to an end. This, my third time in
Japan, has been a unique opportunity
to represent my country, allowing me to testify to
the fact that the ties between both countries are
now at their peak, politically and economically.
Taking valuable lessons from Japan, I go
back to Colombia with a special sense of
accomplishment after having made significant
advances towards the goal I set for myself
when I accepted the appointment in June
2014: to make a contribution to strengthen the
economic relations between both countries.
On September 12 2015, the reciprocal agreement
for the liberalization, promotion and protection
of investment (APRI) was created, and we are
now in the 13th round of negotiations for the
Economic Partnership Agreement (EPA). By
forging more dynamic commercial ties and
creating a positive framework for business and
investment, I expect the EPA to play a major
role in the commercial relations between
Colombia and Japan. It was my hope that the
agreement would be completed during my
ambassadorship, but I feel confident to hand
to my successor, a process that is very near
completion. I trust that Colombia’s government
will entrust the continuity of the efforts I began
to a highly qualified and capable person.
Having been appointed as CEO of the
Colombian National Federation of Coffee
Growers (FNC), the biggest union of agricultural
producers in Colombia, my responsibilities have
suddenly shifted, however, my wish to serve the
Colombian people remains. Through coffee
trade and taking with me the Japanese spirit
of innovation when it comes to devising new
ways of drinking coffee, I hope to contribute
to the relations between Colombia and Japan.
Hopefully the wish of the Japanese to continue
enjoying a good Colombian coffee will translate
into economic development for the Colombian
coffee farmer families responsible for growing it.
Finally I would like to thank the Japanese
Government, in particular the Ministry of

の度2015年9月15日をもちまして、駐
日コロンビア共和国大使を離任すること
となりました。
私にとって3度目となる貴
重な日本での滞在であり、
コロンビアと
日本を結ぶ絆は今や、政治的にも経済的にもかつて
ないほど強固なものとなったことを確信しております。
2014年6月に駐日コロンビア大使を拝命したとき、
両国の経済的な連携強化に尽力することを任期中の
目標として定めました。離任にあたり、
日本で得難い
経験を積みながらこの目標達成に向けて大いに前進
できたことに対し、
格別の達成感を抱いております。
2015年9月12日にコロンビアと日本との間の「投
資の自由化、促進及び保護に関する協定」が発効
し、交渉中の経済連携協定（EPA）につきましても
先ごろ第13回会合が開催されました。貿易の活発
化およびビジネス・投資環境の整備を推進すること
で、今後EPAが両国の通商関係において重要な役
割を果たすものと期待しております。最終局面を迎
えているEPA交渉が私の在任中に終結することを
待ち望んでおりましたが、
これは後任の大使に委ね
ることと致します。必ずやコロンビア政府が有能な
後任者を人選し、今日まで私が進めて参りました取
組みを引き継いでくれるものと信じております。
この度、
コロンビア国内最大の生産者組合であるコ
ロンビアコーヒー生産者連合会（FNC）
の総裁に任
命され、突如として新たな役職に就任することとな
りました。
しかしコロンビアの人々のために尽くした
いという私の望みは変わっておりません。今後はコ
ーヒー事業を通じて、新しいコーヒーの飲み方を常
に創意工夫される日本の皆さまのことを思い出しな
がら、両国の結びつきが一層深まるよう貢献できれ
ばと存じます。
日本の皆様が美味なコロンビアコー
ヒーを楽しんでくださることが、結果としてそれを支
えるコーヒー生産者の経済発展につながっていくよ
う希望しております。
最後になりましたが、
日本国政府ならびに外務省よ
り格別のご高配を賜り衷心よりお礼申し上げます。
また在京外交団の皆様には常に温かいお力添えを
いただきましたこと、深く感謝致します。
皆様の今後益々のご活躍を祈念致します。
