ォーラムが東京で開かれ、成功を収めた。
これに続き、
在アンゴラ共和国日本大使館は第２回アンゴラ－ジ
ャパン・ビジネスフォーラムを2015年3月9－11
日にアンゴラの首都ルアンダで開催。
「 Business
Opportunities, Safe Partnership」
をテーマに
し、37社を代表して日本からの100人以上のビジネ
スマンを含め約300人が参加した。

第1回アンゴラ－ジャパン・ビジネスフォーラムの成功
Following the success of the first Angola-Japan
Business Forum held in Tokyo on September
2013, the Embassy of the Republic of Angola in
Japan held the second Angola-Japan Business
Forum from March 9 to March 11 2015 in
Angola’s capital, Luanda. Under the motto
“Business Opportunities, Safe Partnership”,
the event attracted nearly 300 participants
including more than a hundred businesses
from Japan, representing 37 companies. instrument of the Government of the Republic
of Angola which aims to map out the mineral
potential of the country and consequently
reduce the risks associated with investments
in prospecting for mineral resources. Under
PLANAGEO, significant progress has been
made in the aero-geophysical surveys
subprogram. At this point in time, almost
45 percent of the Angolan territory has been
surveyed.
The goal of the forum was to show Japanese
investors the countless business opportunities
that Angola offers within the National
Development Plan (PND) for 2013-2017
and further down the line. Moreover, the
event also aimed to facilitate and promote
greater interactions between businesses,
financial institutions and agencies to promote
investments in both countries. The data collected is already in the pre-
interpretation phase, with some data
interpreted. The aero-geophysical surveys
subprogram will be completed by the end of
this year. Following its completion, officials
will start the geological subprogram, which
involves collecting samples from potential
deposit sites for geochemical analyses in the
laboratories of the Ministry of Geology and
Mines.
The forum was also attended by senior Angolan
Government officials such as the Minister of
Agriculture, the Minister of Oil, the Minister
of Economy, the Minister of Industry, the
Minister of Power and Water, the Minister of
Hotels and Tourism, the Minister of Transport
and the Minister of Geology and Mines.
During the event, Dr. Francisco Queiroz,
Minister of Geology and Mines of the Republic
of Angola, made a presentation about business
opportunities within the mining sector,
including investments in human resources,
training and infrastructure. He underlined the
peace and security that Angola has achieved
since 2002.
Minister Queiroz also explained the National
Geological Plan (PLANAGEO), a strategic

currently exploring the possibility of creating
Mining Development Hubs in areas where
PLANAGEO reveals high concentrations of
minerals. These Mining Development Hubs
will have the basic infrastructure necessary
to support mineral exploration by private
investors interested in pursuing them as
business ventures.
During the second Angola-Japan Business
Forum several bilateral meetings between
Angolan and Japanese institutions were held.
This provided an opportunity for officials of
the Ministry of Geology and Mines to explain
to Japanese bussinessmen that aside from
investments in mineral exploration, there
are also opportunities to invest in factories

フランシスコ・マヌエル・ケイロス地質鉱山
相が鉱業部門におけるビジネスの機会について講
演し、人的資源、訓練、
インフラへの投資などを説明
した。
また、2002年以来、
アンゴラが平和と安全保
障を達成し、
維持していることを強調した。
同相はまた、アンゴラ政府が戦略的な手段として
位置付けている国家地質計画（PLANAGEO）に
ついても説明した。PLANAGEOは、
アンゴラの鉱
業の潜在的可能性を具体的に示し、鉱物資源の
探査への投資リスクを減らすことを目的としてい
る。PLANAGEOに基づき、大気地球物理学の調査
のサブプログラムでかなりの進歩が見られた。現時
点ではアンゴラの領土の約45％ですでに調査が実
施されている。
収集されたデータはすでに解析の準備段階にあり、
一部解析済みのものもある。大気地球物理学の調査
のサブプログラムは年内に終了の予定。その後、地
質学サブプログラムが始まり、潜在鉱床からサンプ
ルを採取し、地質鉱山省の研究所で地球化学上の
分析に付される。
地質鉱山省は現在、PLANAGEOにより高濃度の
鉱物の存在が判明している地域で、
「鉱業開発ハブ」
を設ける可能性について調査している。
こうした
「鉱
業開発ハブ」
は、民間投資家による鉱物探査を支援
するために必要なインフラとなる。
第２回アンゴラ－ジャパン・ビジネスフォーラムの会
期中、
アンゴラと日本の関係機関との間で、二国間
協議が数カ回にわたり行われた。
この中で、
アンゴラ
の当局者は日本側に対し、鉱物探査への投資に加え
て、鉱物探査地域に採掘資源の最終製品の生産工
場やトレーニングセンター、
物流・輸送センターを設
ける計画に投資する機会についても説明した。
地質鉱業省は、鉱業プロジェクトに関心がある日本
の有望な企業関係者を重視し、連絡のチャネルは引
き続き常にオープンにしておく方針だ。
