In addition, through the use of modern technologies, promote and strengthen cross-border security. 第 In approaching these priority areas, the empowerment of youth and women, the promotion of science, technology, and innovation coupled with the participation of the private sector and the advancing of public- private partnerships are crucial in achieving these proposed developments. 今回の高級実務者会合には日本政府や60のパートナーの代表など約300人が参加。この中には、丸山則夫・外務省アフリカ部部長や、共同主催者の国連、世界銀行の代表、国際的な市民団体機関、アフリカ以外のパートナー諸国の関係者も含まれる。 Apart from the in-depth discussions, Djibouti provided an opportunity for TICAD co- organizers to present the first follow-up report of TICAD V to Member States and TICAD partners. Furthermore, during the Senior Officials’ Meeting, the dates for the second preparatory Ministerial Meeting were officially announced for the 1st and 2nd of June 2016 in Banjul, The Gambia. Before the first TICAD in Africa, there is still some preparation to be done, but the first Senior Officials’ Meeting was thanks to the well organized hosting of Djibouti, which allowed for a huge step forward towards to a successful TICAD VI. JAPAN AND THE WORLD MAGAZINE 生となった。 1回アフリカ開発会議（TICAD）は 1993年に東京で開かれた。アフリカと日本との恒常的な会議を開催し、双方に対し社会・経済発展の分野での進歩を促すフォーラムの誕さらに、アフリカの加盟54カ国のうち44カ国がジブチの会合に出席。アフリカ諸国と国際社会のさまざまな利害関係者の参加者はTICAD VIで期待される成果や「柱（Pillar）」となる3つの重要項目などの問題について議論を深めた。第1の柱は経済的多様化、工業化を通じた経済構造の改革促進問題に関係する。また各産業の成長、都市問題の解決、人・モノ・サービスの自由な移動、新規市場の創設についても取り上げる。第2の柱は、弾力的で用意された医療制度の推進に関するもので、クオリティ・オブ・ライフと「人間の安全保障」を通じて生産性の向上を目指す。地域および国家レベルでの公衆衛生、栄養摂取、衛生、健康監視による解決を目的とする。第3で最後の柱では、富の配分に向けた社会の安定の促進を図る。このために急進派グループの離合集散に注目するとともに、司法・警察制度の強化によって監視能力を向上させる。加えて最新の技術を利用することで、国境を越えた安全保障の促進と強化を図る。こうした三つの重要項目に取り組んで進展が見られるためには、若者と女性のエンパワーメント、科学・技術の振興、民間セクターの参加を取り込んだイノベーション、官民連携の向上が極めて重要である。今回のジブチの会合では踏み込んだ協議が行われたのに加え、TICADの共催者がTICAD Vに関する初の追跡調査報告をTICADの加盟国とパートナーに提供することができた。さらに会合の場で第2回の閣僚級準備会合の日程についてガンビアの首都バンジュールで6月1、2両日に開催することが正式に発表された。アフリカで初のTICAD開催を控え、準備作業が若干、残ってはいるが、高級実務者会合はジブチが主催国として非常に手際よく対応をしたため、TICAD VIの成功に向けて非常に大きな一歩を記すことになった。 APRIL 2016 // 76
