Provides technical guidance and coordination between program staff in multiple programs within the Water Quality Section , specifically the water quality certification program , the water quality assessment program , reviewing and updating water quality standards and rules , and the TMDL program .
Provides technical guidance and coordination with other inter-agency and State and Federal agency programs involved in the water quality certification process including other programs in the Watershed Management Bureau , the Wastewater Engineering Bureau , Wetlands Bureau , Dam Bureau , Terrain Alteration Bureau , NH Department of Transportation , NH Fish and Game Department , US Fish and Wildlife Services , the Federal Energy Regulatory Commission , US Army Corp of Engineers .
Provides guidance for research studies conducted by staff scientists to determine appropriate levels of toxic contaminants in the surface waters of the State , and to solve unique related wastewater problems to ensure that the State ’ s surface waters are adequately protected from toxic pollutants .
Provides expert testimony to Department of Justice , Water Council and courts of law in resolving disputes and conflicts arising from agency decisions and policies relative to the preservation of water quality .
Develops and oversees the Watershed Management Bureau data management capabilities and prioritizes data management objectives .
Continually seeks to improve practices to add quality and value in support of the Department ' s mission while identifying and eliminating unnecessary or redundant actions .
MINIMUM QUALIFICATIONS :
Education : Master ’ s degree from a recognized college or university with a major in civil , chemical , sanitary , environmental , or public health engineering .
Experience : Seven years ' experience as a professional sanitary , civil , or environmental engineer , four of which shall have been in a supervisory capacity . Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only .
