Mr Rahul Mehta, Chief Mentor, met Shri Nitinbhai Patel, Hon’ble Deputy Chief Minister, Govt. of
Gujarat, on December 3, 2019, regarding our concern on the Gujarat Garment & Apparel Policy 2017.
Mr Mehta appraised the Hon’ble Minister that Members of the Association are interested to Set up
Units under the Plug & Play Scheme of the Policy. However, as per the wording of the Scheme, GIDC
can allot Plots only in Saturated Estates and shall build Multi-Story Sheds. He further stated that the
Medium or Large Scale Garment Factory would require Space of 5 to 15 Acres and GIDC finds it
difficult to allot such Size of Plots in Saturated Estates. Therefore, the Removal of above-mentioned
Wordings from the Scheme will encourage GIDC to Implement Garment Projects actually envisaged
under the Policy.
We have also requested the Hon’ble Minister to include Manufacturing of Made-up Articles under
this Scheme since the Activity is of similar nature in Garment Manufacturing, which Employs a Large
Number of Manpower, especially Females.
A Representation to this effect has already been sent to the Hon’ble Minister and the Industries
Commissioner, Govt. of Gujarat, on December 6, 2019.
We have also sent a Request to Dy. Commissioner (GST), Maharashtra State, Mumbai, on
December 11, 2019, requesting them to inform us of a Date and Time convenient to them as well as
their Team of Experts for a Workshop to be Organised by the Association for its Members to get them
familiarised with the Implementation of the New GST Simplified Return from April 2020 for each of
Filing, Input Tax Credit (ITC) under the new GST System, Amendment Returns, etc.
The Association also made a Representation to Smt. Smriti Irani, Hon’ble Minister of Textiles, Govt.
of India, on December 16, 2019, about Reports of the Proposed Increase in GST Rates on Apparel and
the implications in case the Tax is increased further. A similar Representation was also made to
the Hon’ble Finance Minister, Members of the GST Council, to take up the same at the next GST
Council Meeting.
The Association vide its Letter dated December 24, 2019, requesting the Hon’ble Chief Minister of
Gujarat to expedite the Amendments suggested by the Association earlier in the Gujarat Garment &
Apparel Policy 2017.
The Association also made a Representation to the TFP Division, Office of Economic Adviser,
Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, New
Delhi, on December 24, 2019, giving Interventions suggested for the Textile and Apparel Sector for
Inclusion in the New Industrial Policy, 2019. Mr J K Arora, Senior Director, Northern Region, attended
the Meeting convened under the Chairmanship of Mr Anand Singh Bhal, Senior Economic Advisor,
Ministry of Commerce & Industry, Govt. of India, New Delhi, on December 30, 2019, on behalf of the
Association, to discuss the said Suggestions/Recommendations.
