In a likely experimental setting that also trained 42 DOST researchers and technical personnel through a hands-on seminar-workshop on drafting patent specifications of actual technologies for assistance here at the DOST compound, June 17-19, the Technology Application and Promotion Institute( TAPI) launched its newly developed patenting tool to help researchers and potential inventors assess the patentability of their projects.
The said tool, which bundles a prior art analysis and invention spotting instruments into one, is“ expected to aid ordinary science workers, technical persons, and IP practitioners such as technology transfer or technology licensing officers, before engaging the services of patent agents”, according to Engr. Manolita Aurora O. Javate, the proponent of the seminar-workshop and the manager of TAPI’ s Innovation and Technology Support Office( ITSO).
“ This boosts the overall capacity of TAPI to cater to the needs of the DOST and to help its partner agencies file patent applications with higher success of being granted,” Engr. Javate said.
Engr. Edgar I. Garcia, Director of TAPI, expressed optimism on the outcome of the training.“ TAPI is now into patents, not just utility models, in order to contribute to the global competitiveness of the Philippines,” Director Garcia noted.
Director Garcia also encouraged the participants to first secure the services of TAPI, a DOST Agency mandated to file patent applications, before they are published, presented in conferences, demonstrated in public, or commercialized.
Participated in by 12 agencies and one program under the DOST as well as four state universities endorsed by the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development( PCAARRD), only 33 participants were awarded with certificates of completion based on their outputs and attendance, Engr. Javate also mentioned. The said training was funded by the Human Resources Development Program of the DOST.
