MACROECONOMIC DRIVERS AND APPLICATION DYNAMICS The broader European economic environment remained weak throughout 2025, with flat GDP growth across major trading partners like Germany and France, and high core inflation forcing restrictive monetary policies from the ECB. Compounding this, a moderate re-acceleration of food inflation in Italy( stabilizing around 3 % or higher) kept household spending risk-averse and heavily oriented toward lower-cost alternatives.
APPLICATION SEGMENTS Looking at specific application segments, performance varied widely across the value chain:
• Food packaging film: this segment stood out as the top performer, exhibiting the strongest resilience and production growth due to high functional demand in organic recovery cycles.
• Commercial shoppers: standard carrier bags recorded a minor increase of just over + 1.5 %, aided by temporary crackdowns on illicit, non-compliant plastic products.
• Organic waste bags: the domestic composting segment shrank by-3.0 %, limited by slowing or plateauing implementation rates of organic waste sorting across the broader European Union.
• Non-food packaging: this category bore the brunt of the downturn, suffering the most severe contraction among all applications.
• Single-use tableware & agriculture: both sectors experienced heavy losses. Agricultural film dropped due to depleted purchasing power among farmers squeezed by soaring fertilizer prices, while single-use items faced unfair competition from „ pseudo-reusable“ conventional plastic imports.
HUMAN CAPITAL AND INNOVATION AS SURVIVAL STRATEGIES Despite the forced market exit of 49 companies over the last three years( with over 25 leaving the market in 2025 alone), the industry is actively shifting its strategy from volume-driven growth to high-value technical differentiation. Research and Development is no longer treated as an operational cost but rather as an essential mechanism for industrial preservation. Italian manufacturers are increasingly re-allocating resources toward highly complex, biobased technical solutions capable of providing barrier properties and preservation performances once deemed impossible for compostable materials. This push secures high-value niches, particularly within food packaging and the Horeca( Hotel, Restaurant, and Catering) channel.
Furthermore, human capital remains the backbone of the industry. While active corporate entities fell by nearly 10 %, the specialized workforce contracted by a modest-2.6 %. This variance demonstrates that core industrial technical expertise(„ saper fare“) is being consolidated within the sturdiest players rather than lost entirely, building a competitive knowledge barrier against international lowcost players.
REGULATORY OUTLOOK: THE „ KICK-OFF“ FOR A SMART RECOVERY While global bioplastic production capacity utilization remains capped at just above 70 % according to European Bioplastics, the Italian supply chain views upcoming regulatory framework deadlines as a potential launchpad rather than a compliance burden. The final approval text of the European Packaging and Packaging Waste Regulation( PPWR) has safeguarded a significant structural role for compostable materials. In August 2026, the PPWR mandates that coffee capsules and portioned beverage packaging must be fully compostable, opening up substantial room for industrial expansion. Concurrently, Italy‘ s 2026 national decree on reusable goods and the Ministry of Environment and Energy Security( MASE) decree on compostables provide the rigid legislative tracks needed to unlock stalled corporate capital investments.
RESOLVING POLITICAL GRINDLOCKS As Assobioplastiche emphasizes, resolving political gridlocks— such as those affecting the single-serve beverage capsule segment— remains critical. If specialized talent and aggressive R & D ensure the technical survival of the sector today, only a bold, unambiguous legislative vision will successfully convert this structural resilience into a renewed era of sustainable economic and environmental growth.
