. This organization is a renegade group. They track Japanese whalers. They use slightly violent methods to try to stop commercial whaling. For instance, they put nets with buoys in the water, hoping the propellers of the Japanese whaling boats will get entangled, and they will be immobilized and unable to whale. They even throw things at processing vessels, such as rancid butter, that will taint the whale meat, hoping this will stop people from desiring whale meat.

· The IWC regulated whaling by creating a ban. The ban included geographical limitations, the species that could be hunted, the safeguard of young whales and their mothers, and the limit of operations of factory ships and shore stations.
