How Can the U. S. Army Corps of Engineers Sustain Environmental Resources?

Army Corps of Engineers sustain the limited resources when certain projects need those limited resources without depleting them?
First is first, why do people see the U. S. Army Corps of Engineers( USACE) as bad people? Well the levees in New Orleans were made by the USACE. They failed because the government failed to fund the USACE enough money to finish the levees in New Orleans. When they were underfunded and could not do anything, the levees failed when Hurricane Katrina hit killing thousands in 2005. So why do they see the USACE as bad people? It’ s because everybody believes that it was the USACE’ s fault not the government. Yet then they are also spending their money on Iraq instead.
