SEAM
Consul Seam’s backstory
/biography is below:
Sujiro SEAM joined the Ministry of For-
eign Affairs in 1998 in the Legal Affairs
Department. Representing the French
government before the European Court of
Justice and covering European law and
international economic law, he was at the
same time legal adviser to the French
delegation to the Intergovernmental Com-
mission for the Channel Tunnel.
He was posted to Brussels in 2001, first
as a national expert seconded to the Eu-
ropean Commission (Directorate-General
for Trade, Dispute Settlement Unit at the
World Trade Organization), he joined the
Permanent Representation of France With
the European Union in 2004, as adviser
in charge of fisheries, regional policy, the
outermost regions, the overseas coun-
tries and territories and maritime affairs.
In this capacity, he chaired the working
groups on these subjects at the time of
the French presidency of the European
Union in 2008.
Back in Paris in 2009, he was appointed
Deputy Director of Food Security and
Economic Development. In this capacity,
he chaired meetings on food security in
the context of the French Presidency of
the G8 and the G20 in 2011. Promoted
Deputy Director of Global Public Goods
in 2011, he became Deputy Director of
Development and Global Public Goods
In 2013. During his stay in Paris, he was
in charge of the preparation of the min-
isterial conference of the 6th World Wa-
ter Forum in Marseille in 2012 and led
the French delegation to the G20 work-
ing group on development. Sujiro Seam
was appointed Consul General of France
in Houston on 17 June 2013. He gradu-
ated from the Ecole Supérieure de Com-
merce in Paris in 1993 and studied at
the Institute of Political Studies in Paris
(1993-1994) and the National School of
Administration (promotion Valmy, 1998)
. Speaking English, he holds a Russian
certificate from the Paris Chamber of
Commerce and Industry (1992) and be-
gan to learn Mandarin in 2011. He also
served as commissioner-candidate dur-
ing his Military service, promoted from
the Army Commissariat (1995). Sujiro
SEAM is married to a graceful lady that
treats all with respect and they have two
handsome sons. His family has been in-
grained in the community through all of
these activities and we appreciate their
kind hosting to learn and enjoy life! Vive
