We design a function to measure the cost: Container is deployed in only one place, and if this place is not Hospital Pavia Arecibo Arecibo, considering that the nearest distance from this point to other points is 60.2km, and the maximum empty flight distance of the UAV is 52.6km, the transportation task cannot be completed. Similarly, if it is only deployed in Hospital Pavia Arecibo Arecibo, it will not be able to complete the transportation of materials either. We can get the distribution of each drone’s weight, but we can’t make it clear what exactly the weight is. By analyzing the information, we can figure the size relationship as follows: Using this, we can find relatively certain relationships, and then we use PSO to correct the missing values and get the original matrix and modified matrix. There is another thing we should consider, which is the Drone Fleet's Volume, hence we use the ratio of each drone’s volume to describe the weights of them and get the matrix.
