Because Drone’s cost is a difficult distribution to gain in
the weight matrix, we need to take the problem - how we
measure the cost into account first. We design a function to
measure the cost:
Container is deployed in only one place, and if this place is
not Hospital Pavia Arecibo Arecibo, considering that the
nearest distance from this point to other points is 60.2km,
and the maximum empty flight distance of the UAV is
52.6km, the transportation task cannot be completed.
Similarly, if it is only deployed in Hospital Pavia Arecibo
Arecibo, it will not be able to complete the transportation of
materials either.
We can get the distribution of each drone’s weight, but
we can’t make it clear what exactly the weight is. By
analyzing the information, we can figure the size
relationship as follows:
Using this, we can find relatively certain relationships,
and then we use PSO to correct the missing values and get
the original matrix and modified matrix. There is another
thing we should consider, which is the Drone Fleet's Volume,
hence we use the ratio of each drone’s volume to describe
the weights of them and get the matrix. Finally, we get the
criteria layer score sheet and the solution layer score sheet.

III. M ATHEMATICAL M ODEL
After above analysis, it is believed that it is necessary to
select three of the five target locations to place the Cargo
Container. In order to sort the five points qualitatively and
quantitatively, it is necessary to quantify the status of each
location. And these five locations have four attributes:
distance from the eastern coast, population, and number of
roads, number of medical kits required.

Hence the damage degree of a region is quantified by its
distance from the eastern coastline. Therefore, when
quantifying this factor, we use 200km minus the distance
from the eastern coast to quantify the degree of disaster.
