COUNTRY FOCUS: EGYPT W ith the growing urban population of the city of Cairo at a historical high, the number of vehicles and their associated traffic offences are also increasing. Chaotic traffic flows in downtown Cairo repeatedly causes traffic jams, that not only make everyday life uncomfortable but also significantly increase transportation time impeding urban and the nation’s economic development. The aim of Egyptian government was to reform the quality of traffic by creating order on the streets. In Cairo, there was an urgent call to install a reliable traffic surveillance system, helping to satisfy the needs of the citizens, and to live a safer, convenient and happy life in the capital. The Egyptian government selected SensorTec from multiple security industry vendors as suitable to serve the requirements of the city. Cairo is entering the modern era as a fast-developing metropolis and this is being supported by the SensorTec Traffic Surveillance System and Infinet Wireless’s high-speed broadband connectivity. The principal objective of the SensorTec Traffic Surveillance System is to help manage the traffic flow and to maintain security in everyday traffic by automatically detecting and recording various types of traffic violations at high congestion road intersections. At the current state of the project 70 intersections have been equipped with SensorTec components and in the next phase further 250 intersections will be included. The SensorTec solution is a multi-purpose system, providing traffic surveillance functions as well as city surveillance. SensorTec traffic surveillance functions include speeding detection, red light violation detection, stop line violation detection, one-way traffic violation detection, wrong way traffic violation detection and traffic counting, among others. The system provides continuous monitoring of the traffic situation and records traffic violations in the intersections. The operation of the system covers the entire workflow from violation detection and recording to traffic citation. SensorTec goes beyond simple traffic surveillance. This multi-purpose system also fulfils city surveillance tasks and provides high quality security footage of the intersection environment, where individual faces can be recognised even from far distances. The system can increase security on the www.intelligentcio.com The products used in the Cairo city project include Control Center software, Violation Management Client, SensorTec NVR-VCA Rack Mount, SensorTec ONE 20 MP WDR camera, SensorTec Full HD PTZ camera streets by recording suspicious, violent crime activity on high quality security footage. The 20 megapixel IP camera and full HD pan-tilt-zoom camera installed at major road intersections, continuously scan the surrounding environment. Both types of cameras ensure real time monitoring of the urban area through the control rooms. The SensorTec city surveillance functions include real time monitoring of all cameras, easy archive playback as images are recorded, and fast pan-tilt- zoom camera control. “We have worked closely with our strategic partner, SensorTec, and the local authorities, and supplied a comprehensive intelligent traffic control system which has enabled various Cairo authorities to manage high traffic volumes dynamically, minimise traffic congestion and optimise the use of the existing road infrastructure. This entirely wireless platform was initially set up to provide the control centre with the required traffic data and transmit video images of the junction or motorway sections under surveillance,” explains Kamal Mokrani, Global Vice President, InfiNet Wireless. “Additional applications now include Automatic Number Plate Recognition, adaptive traffic light phasing for improving traffic flow and reducing air pollution, real time information to guide “The SensorTec Traffic Surveillance System automatically requests the exact vehicle data from the Ministry of Interior based on the recognised plate number information.” INTELLIGENTCIO 39
