Net Zero Delivery Board Meets to Review Gibraltar’ s Decarbonisation Progress The Net Zero Delivery Board convened on 9th December 2025 to assess Gibraltar’ s latest emissions data and evaluate the next phase of the territory’ s decarbonisation strategy. Chaired by Deputy Chief Minister Dr Joseph Garcia and attended by Minister for the Environment, Sustainability, Climate Change and Education, Prof. John Cortes, the meeting highlighted notable progress across multiple sectors. According to data presented by environmental consultants Ricardo, Gibraltar’ s“ manageable emissions” for 2023 are at their lowest since 2015— reflecting a 25 % overall reduction. Significant achievements were noted in the energy sector following the transition to the LNG power station, and road transport emissions have dropped by 28 % since 2015, falling even below 2020 levels. Despite this positive trajectory, the Board acknowledged remaining challenges, with maritime and aviation emissions identified as key areas requiring targeted mitigation. Local boat emissions now represent 18.7 % of total emissions, while aviation remains a substantial contributor with no mitigation measures yet in place.
