Registered engineers or engineering consultancy practices are regulated by the Board of Engineers Malaysia (“ the Board ” or “ BEM ”) under their registration with the Board which is a legal entity created by the Registration of Engineers Act 1967 (“ REA ” or “ the Act ”).

Under REA , a registered engineer means a Graduate Engineer , a Professional Engineer , a Professional Engineer with Practising Certificate or an Accredited Checker .
Inevitably , trust is placed upon the Board by the public as well as members of the profession to regulate the conduct and ethics of the engineering profession and to determine disputes and complaints relating to the professional conduct of persons or practices registered with the Board , as well as to take appropriate actions against misconduct , misfeasance or incompetence . These duties and powers are enshrined in the Act and are further elaborated in the Registration of Engineers Regulations 1990 (“ RER ” or “ the Regulations ”) which also provides a Code of Conduct under Part IV of the Regulations . In addition to that , the Board issued Circular No . 001 providing a further Code of Conduct supplementing the rather brief Part IV of the Regulations ( collectively referred to as “ the Code ”).
The Code provides , generally , that a registered engineer shall conduct himself honourably , responsibly , ethically , and lawfully , and shall discharge his duties with complete fidelity to
