The result shows an increasing trend every year regardless of attempts to decrease CO 2 emission. Hence, construction and manufacturing could be one of the fundamental keys to control and reduce CO 2 emission. Renovation and Legislation The Solid Waste and Public Cleansing Management (Scheme for Construction Solid Waste) Regulation 2018 (Undertaking or Provision of Collection Services for Construction Solid Waste) Regulations 2018 [PU(A) 278/2018] is the latest regulation introduced and came into effect on November 1, 2018. The regulation covers contractors, sub-contractors and any persons who generate and hold construction solid waste. All parties are obligated to appoint a licensee to provide collection services according to areas specified under the scheme. Duties of the licensee established by these regulations include: - (a) delivering the construction waste to prescribed solid waste management facilities; (b) ensuring the vehicles used for collection services fit the requirements; (c) ensuring that there is no spillage of construction waste or leachate; and (d) keeping proper records of the collection services provided. There are guidelines and procedures for refurbishment employment work permits provided by the Ministry of Housing and Local Government, which must be followed by local authorities for implementing the issuance of the permits for refurbishment purposes. However, according to these guidelines, not all refurbishment work requires local authority approval. Conclusion Refurbishment is deemed to be a positive activity in the Malaysian construction industry, where many sites or buildings need substantial renovation. 60 VOL 82 APRIL-JUNE 2020
