g. Administering the collection of information
from the Contractors on labour, equipment
and use of material.
h. Recording the daily weather conditions.
i. Keeping detailed records of the progress
of the works, the Contractor’s equipment,
labour deployment and material usage on
a day-to-day basis.
j. Notifying the Resident Engineer (if any)
and/or Head Office of any changes in the
design or specifications which may prove
necessary or desirable during the course of
the Contract due to site conditions.
k. Notifying the Resident Engineer (if any)
and/or Head Office of any requirement
for a Variation Order and to inform where
possible the scope and estimated cost of
the variation works.
l. To notify the Resident Engineer (if any) and/
or Head Office of any detected differences
or discrepancies between Architectural,
Civil & Structural and Mechanical &
Electrical drawings and site conditions.
m. Assist the Resident Engineer and/or Head
Office in assessing and resolving claims
submitted by the Contractor.
n. Checking and signing off all deliveries,
checking storage and protection of Plant,
Materials and Equipment.
o. Attend site progress meetings.
p. Inspect and sign off all non-compliance
reports issued for defective works.
q. Witness all tests on site, sign off and obtain
the test results.
r. Assist in verifying that the practical
completion of works has been achieved for
Certificate of Practical Certification.
s. Assist in verifying works relating to Form Gs
certification for issuance of Certificate of
Completion and Compliance are complete
for the Submitting Person(s) to sign off.
t. Assist in verifying the accuracy of As Built
drawings submitted by M&E contractors.
Given the long list of duties and responsibilities
assigned to him by the Engineer, the IOW plays
a very important role in contributing to the joint
efforts of all parties in the project to achieve
the desired end result of a high quality product
that complies with specifications and drawings
and minimises contractual problems through
due diligence and vigilance exercised in a timely
manner during construction. A badly constructed
building often spells trouble and misery to all
