Engineering
Fraternity
During the National Technical Profession
Day celebration on December 5, 2019, the
Government reiterated its stand on Science,
Technology, Engineering and Mathematics (STEM)
and technical and vocational education and
training (TVET) as the main education agenda
to produce more skilled technical professionals.
Malaysia is emulating Japan, Germany and the
United States in focusing on (STEM) subjects and
(TVET). In Germany, seven out of its 10 biggest
companies are involved in the technical fields.
Taking cognisance of the importance of the
collective efforts of the engineering fraternity as
a team to progress effectively, BEM had amended
the Registration of Engineers Act 1967 in 2015
to incorporate Engineering Technologists and
Inspector of Works (IOW) into the fold of BEM.
Taking one step further, BEM has proposed
to the Ministry of Housing and Local Government
to insert in the G Forms a column mentioning
IOW involved for any project, in support of the
Certificate of Completion and Compliance (CCC).
This is to enable the CCC system to be more
self-regulatory as practiced in other developed
countries. It will also add value to the registered
IOWs for their entitlement in this respect. However,
IOWs will have to shoulder some accountability
in the CCC process, which is well explained is
the article on ‘Role of IOW in the Construction
Industry’.
With the aviation industry gaining traction in
Malaysia, aircraft maintenance license holders will
assume important roles that deserve recognition
for their contribution. The article on ‘Professional
Pathway for CAAM aircraft maintenance license
holders registered with BEM’ explains in detail the
registration of the various categories of Licensed
Aircraft Maintenance Engineer as IOW, Engineering
Technologist and Graduate Engineer in recognition
of their qualifications and responsibility.
As we approach the end of 11 th Malaysia Plan,
all Ministries are preparing programmes for the
next five-year national development plan. We
expect engineering-based projects to be rolled out
and this calls for a collective effort of the whole
engineering fraternity to participate actively and
effectively towards a progressive nation. I urge all
members in the engineering fraternity to deliver
your service at par excellence.
