A LAME performs tasks related to aircraft maintenance engineering
and carries out airworthiness certification
The UK Engineering Council defines
competence as “integrating knowledge,
understanding, skills and values” [1].
Recognising this fact, the Board of Engineers
Malaysia (BEM) after meeting with the then
Department of Civil Aviation Malaysia officials,
through empowerment under the Laws of
Malaysia, Act 138 [2], appointed a committee to
conduct a study on the Civil Aviation Authority of
Malaysia (CAAM) Aircraft Maintenance Licence
(AML) qualifications eligibility for registration
at BEM. As a result, a Licenced Aircraft
Maintenance Engineer (LAME) who holds the
relevant CAAM AML is eligible for registration
with BEM accordingly.
Currently, a LAME who holds CAAM AML under
the provisions of Airworthiness Notices (AN)
1101 [3] and 6501 [4] may be registered at BEM.
As a continuous professionalism progression
initiative, LAMEs who are registered as inspectors
of works (IOW), engineering technologists (ET) and
graduate engineers (GE) with BEM may be provided
with a pathway to be a professional engineer
(P.Eng). LAMEs are trained under the guidelines
of CAAM AN to acquire relevant expertise in the
discipline of Aeronautical Engineering in the area
of aircraft maintenance engineering.
A LAME performs tasks related to aircraft
maintenance engineering and carries out
airworthiness certification under the provision
of the Civil Aviation Act 1969 [5] which is
also known as Law of Malaysia Act 3 [5],
Malaysian Civil Aviation Regulation (MCAR)
2016 [6] and its related AN issued by CAAM.
The aircraft maintenance engineering expertise
and airworthiness certification is governed by
CAAM (established under the Law of Malaysia
Act 788 [7] which is also known as Civil
Aviation Authority of Malaysia Act 2017 [7]).
Satisfying the requirements for professional
registration with BEM enables the LAME to be
registered as a P.Eng. A P.Eng complies with
the code of conduct of a registered P.Eng under
the BEM circular no. 001 [8] and continuous
professional development under BEM circular
no. 002 [9]. This compliance does not in
any way interfere with the LAME expertise
and airworthiness certification role which is
stipulated under AN6501 [4] and AN1101 [3]
under the jurisdiction of CAAM.
