Sustainable INFRASTAR:
Measuring Sustainability Of
An Infrastructure Project

T
he Ministry of Works Malaysia, via its agency,
the Construction Industry Development
Board (CIDB) Malaysia, formulated the
Construction Industry Transformation Programme
(CITP) 2016–2020, a strategy that emphasises
environmental sustainability. The environmental
sustainability agenda for the construction industry
will be robustly developed and rolled out as a model
to the stakeholders. Adherence to environmental
sustainability requirements and practices will lead
to sustainable infrastructure projects and efficient
resource management, propelling the country’s
infrastructure towards better sustainability while
improving environmental protection and ensuring
high-quality living standards for the population.
Infrastructure asset development has a
huge impact on the social, environmental, and
economic aspects of a country; therefore, a more
standardised method or tool to appraise the
sustainability of such development is urgently
needed. However, against this background, the

question of what makes an infrastructure project
sustainable inevitably arises. CIDB Malaysia
has realised the importance of employing a
sustainability rating tool for infrastructure projects
in the country. Such a tool enables the sustainable
elements to be incorporated early on in any
infrastructure based on a holistic, comprehensive
assessment of the development project’s
sustainability. Consequently, CIDB has developed
and administered a sustainable infrastructure
rating tool for Malaysia with the ultimate
purpose of assessing the extent of sustainability
measures adopted by infrastructure projects
in the country, primarily in the design stage and
construction stage. CIDB Malaysia launched the
Malaysia Sustainable Infrastructure Rating Tool or
Sustainable INFRASTAR on March 19, 2019.
