development of key personnel or resources must be at an expert level. This can also assist in the elimination of inconsistencies in MC execution plan activities.
• MC execution plans must be addressed even at the engineering phase, and the initial commissioning plan must also be established during this period. At least the construction and commissioning systems boundaries should be reviewed as preliminary study and planning.
• The oil and gas industry must recognise the MC Co-ordinator as part of the core technical competencies similar to other positions in the construction market e. g. mechanical supervisor, piping supervisor or superintendent in which these personnel have their career progression up to MC Coordinator or System Turnover Co-ordinator before undertaking a construction managerial position. The set up of an MC Team for both owner and contractor should be established as part of contractual obligations to undertake the systematic MC execution. Essentially, the contractor must not use the MC activity as an excuse to delay the project or claim it has no budget allocated, which will lead to demobilising the manpower required to complete the punch list items in a timely and safe manner.
• The determination to carry out a systematic MC by all parties involved in the Malaysian oil and gas industry with a sense of urgency and leadership innovation is actually the key to an effective MC system being developed, e. g. assistance from SIRIM and CIDB are imperative factors for MC standardisation.
Finally, the system method provides a common language for all organisations so that the plant is divided into components, or systems which are much easier to manage as opposed to looking at the facilities or the entire plant as a whole.
