The Board is considering including the
registration of Engineering Technicians in the next
revision of the Act.
On this topic, we should take pride that
Malaysia is one of few countries in the world to
practise self-certification of the construction
industry. It is also a recognition to the Engineering
Team, the trust given by the Government as policy
maker on the level of professionalism in the
delivery of engineering services to the public in
general.
I am happy to note that since its implementation
in 2007, there has not been many complaints
about professionals involved in the issuance of
CCC, contrary to what we had expected. It is also
one of the important elements that has placed
Malaysia 23 rd in the World Bank Ranking for “ease
of doing business 2017”.
In return for the trust and respect the
Engineering Teams have been accorded, I as
President of BEM wish to remind the teams not
to rest on its laurels but to strive harder to deliver
their works with greater measures of safety in
mind. The spate of construction site accidents
over the last few years does not bode well for
the engineering profession as we are poised to
compete regionally and internationally following
the amendment of the Registration of Engineers
Act that allows full foreign equity in the local
engineering consultancy firms. From the number
of construction failures, many of which happened
during the construction stage, I wish to remind
engineers that while supervisory works may be
delegated, responsibility cannot be contracted
out. It is therefore in their interest to pay more
attention to construction details on site to ensure
compliance with plans, safety requirements in
particular, at temporary works.
On this note, I wish to thank the organiser
of this conference for giving me the opportunity
to explain the task and responsibility entrusted
to the Engineering Teams, as mandated by the
Registration of Engineers Act, to deliver the
engineering works in a professional manner.
