To elevate the safety performance of construction , the PtD concept has been adopted around the world under several names , such as Construction Hazard Prevention through Design ( CHPtD ) [ 4 ], Design for Safety ( DfS ) [ 5 ], and Construction Design and Management ( CDM ) [ 6 ]. Regardless of the strategy , the main concept of PtD is that designers should take construction worker safety into account while designing a facility , to control risks during project execution [ 7 ]. The idea emphasises the need for distinctive safety design solutions to be offered from the beginning of the project [ 8 ].
OSHCIM Implementation
As an approach to reforming OSH practices in the construction industry and ingraining PtD principles , the Malaysian Department of Occupational Safety and Health ( DOSH ) has published the Guidelines on Occupational Safety and Health in Construction Industry Management ( OSHCIM ). These guidelines were adopted from CDM regulations in the United Kingdom and influenced by other countries ’ requirements . OSHCIM has established a conceptual design review stage to assess the overall view of the project in association with a building ' s usage , construction , maintenance , alterations , additions , decommissioning , and demolition [ 9 ]. The review identifies hazards and risks associated with the design , along with mitigation strategies in the early conceptual stages of a project , which include consideration of geotechnics , traffic management , site surroundings , existing infrastructure , site security , hazardous materials , and many more . Table 1 shows an example of how the design challenge ( in terms of the hazard or risk ) for geotechnical design consideration can be predicted , and later a design solution can be proposed during the design stage to prevent it from occurring in the future .
Occupational Safety Performance in the Construction Sector
The occupational safety performance in the construction sector continues to record appreciable improvement in 2021 as compared to previous years ( see Figure 2 ). The declining trend in terms of the construction fatality rate after 2017 continues in 2021 and will result in a further reduction in the overall fatality rate
