He was in the civil service for 12 years , helming various positions in the Public Works Department in Federal , Selangor and Penang . In 1973 , he was apoointed as Chief Executive Engineer of the newly formed Penang Water Authority . In 1975 , he resigned from the Government service to become a partner in the engineering consulting firm of Binne & Rakan Malaysia . The firm was restructured in 1980 as Syed Muhammad , Hooi dan Binnie Sdn Bhd , which was affiliated to the Binnie Group overseas . In 1995 , the firm was completely taken over by local partners with the name changed to SMHB Sdn Bhd . Tan Sri became Executive Chairman of SMHB Sdn Bhd in 1975 and was involved in several studies in water and water related schemes . These included the National Water Resources Study undertaken for the Government . The Study involved an assessment of the overall water resources in Peninsular Malaysia for an integrated planning , development and management of water resources . A Master Plan ( 2000-2050 ) was prepared by SMHB and its associate firms for the development of water resources in Peninsular Malaysia in 1999 . Overall , the firm has completed 33 Water Resources Studies and five major Inter-State Water Transfer Schemes .
SMHB was commissioned to carry out development of criteria and standards for water quality for the Department of Environment ( DOE ) in 1990 . The study involved formulation of

quality assurance programmes for environmental monitoring ; development of river classification system according to beneficial uses and review of the Environmental Quality ( Sewage and Industrial Effluents ) Regulations 1979 to complement the National Water Quality Standard ( Phase 1 and 2 ).
Under Tan Sri ’ s leadership , SMHB extends its capabilities in carrying out Environmental , Safety and Healthy consultancy services . The firm received Special Mention for BEM ’ s ECP Safety , Health and Environment Excellent Award in conjunction with BEM ’ s 50th Anniversary in August 2022 .
Besides professional services , Tan Sri was also active in community service . He was the Chairman of Malaysian Water Partnership ( MyWP ) 2002-2021 , an NGO which supports sustainable management of water resources . The NGO supports Local Authorities ’ initiatives related to the United Nation ’ s Sustainable Development , Local Agenda 21 . One of its projects was the adoption of Sg Melaka at Kg Pengkalan .
As President of MWA , Tan Sri initiated the local World Water Day ( WWD ) campaign in 1993 for school children that raises awareness on the preciousness of water . In WWD 2021 , he was a panelist at the national level celebration event on ‘ Valuing Water ’, a theme selected by the United Nations .
With more than 50 years of his career in civil engineering , Tan Sri has delivered more than 20 keynote addresses and 60 technical papers in national , ASEAN and international water , environment and business conferences . ~ Inforeach
