BIOECODS : The Way Forward
PWD , as the leading Government technical agency , has initiated initiatives towards sustainability through the development of PWD Green Mission in 2002 . PWD Strategic Plan 2016 to 2020 has placed great emphasis on supporting sustainability in public projects and development by crafting the direction of sustainability in Theme 4 : Sustainable Development . Under Theme 4 , the Penarafan Hijau JKR ( PH JKR ), a rating tool used to assess the sustainability level of project development administered by PWD , was developed in 2013 . Implementation of PH JKR has enabled better control of the depletion of natural resources and fossil fuel , carbon footprint , water consumption and gas emission to the air while preserving and conserving the natural habitat ( Samad , 2012 ). Thus , the implementation of BIOECODS in all public projects is in agreement with the Department ’ s aspiration towards Sustainable Development Goals 2030 .
BIOECODS has shown great potential as an innovative and effective system towards better stormwater quantity and quality control . However , several issues pertaining to construction call for improvement in the designing of this system , efficient procurement , and good coordination at the site . This study has illustrated the issues faced at PWD pilot projects in the design , procurement , and construction stage of BIOECODS . The experience , lessons learnt , and the best management practices outlined in this study aim to give an insight into the significant parameters to consider in designing , supervising and managing issues in the construction of BIOECODS
Further studies are warranted to explore and assess the effectiveness of BIOECODS in terms of its life cycle cost , discharge quality improvement , and flow attenuation efficiency . This study has also identified the possibility of innovation by integrating BIOECODS with Rainwater Harvesting System for water reuse .
