Overall, what at first appeared to be “simple”
amendments became a major exercise for BEM
taking over seven years for the amended Act to
be gazetted in 2015. These latest amendments
are a major revamp of the REA since 1967. This
has repercussions when the Board intends to
operationalise the amended REA when the Act
comes into force.
5.0 Malaysia’s Commitments in Trade for
Services
At the global level, professional services have
been classified as Central Product Classification
(CPC) under WTO as an international standard.
The basic aim is to provide a framework
for international comparison and promote
harmonization of various types of statistics
dealing with services. The WTO code for
engineering services is 8672 which comprises
various sub-codes as follows:
Code 86721 : Advisory and consultative
engineering services;
Code 86722 : Engineering design services for
the construction of foundations and building
structures;
Code 86723: Engineering design services
for mechanical and electrical installations for
buildings;
Code 86724 : Engineering design services for
the construction of civil engineering works;
Code 86725: Engineering design services for
industrial processes and production;
Code 86726 : Engineering design services.
Other specialty engineering design services;
