Unity in Diversity
For seamless cross border trade to take place in a Common
Market and coupled with Borderless Production Base that in sum
defines AEC, there should be inclusiveness and non-discrimination
which means the ASEAN MRA on Engineering Services
CPC 511 to 518 – Construction and
Engineering (trade-based) Services.
To deliver these engineering cum construction
services, we need, besides Engineers (who are
benchmarked to WA for entry level only); other
grades of ESPs such as Engineering Technologists
(benchmarked to SA), and Technicians
(benchmarked to DA).
Besides Engineering, Science, Technology &
Innovation (ESTI) type projects delivery via Services
as identified by CPC 8672, 8673, and 511 to 518;
ESPs are also expected to be employed in other
WTO defined services sectors/sub sectors, for

Telecommunication Services, and
Treatment plants of various kinds (e.g.
Environmental Services related); etc.
These types of plants and facilities could
be the result of cross border investment(s). The
ESPs from the AMS that provided the investment
(representing the investors) would have to cross
the border to “man” the plants and facilities, i.e.
to manage, operate & maintain (O&M) them

A way forward with a complete Engineering
Team to deliver ESTI Services
For the reasons advanced earlier, it is logical
to revisit the 1-G ASEAN MRA on Engineering
Services and to expand its scope;
Firstly, to include CPC 8673 – Integrated
