holistically and in line with current developments . The document includes the smart city definition in the context of Malaysia , seven key components of a smart city , and policy directions , and outlines the proposed strategies and initiatives for each component that can be used as a reference to those interested in implementing smart city initiatives in Malaysia .
The MSCF was developed by taking into account the importance of smart city development and implementation in Malaysia . The Government of Malaysia believes that the smart city is the approach of the future to urban planning , development and management , and can provide solutions to urban challenges , such as the inefficient delivery of urban services , environmental pollution , and traffic congestion thus improving the quality of life of urban people . The MSCF is also established to meet national and global agendas , especially towards achieving the objectives of the Sustainable Development Goals ( SDGs ) and to ensure that Malaysia is keeping abreast with global urban development trends .
In the Malaysian context , a smart city is defined as a city that uses ICT and technology , and innovative advances to address urban issues , including improving the quality of life , promoting economic growth , developing a sustainable and safe environment and encouraging efficient urban management practices .
