Construction Transformation

The construction industry remains one of the fastest growing economic sectors amidst the general slowdown of the economy . The RM260 billion development expenditure under the 11 th Malaysian Plan bodes well for the growth of the construction industry . Further to it , the One Belt One Road initiative and the setting up of the Asian Infrastructure Investment Bank and the Maritime Silk Road Fund is expected to generate more construction projects locally as well as in countries along the Belt and Road .

It is thus timely that Malaysia launched the Construction Industry Transformation Plan ( CITP ) ( 2016-2020 ) recently with the aim of transforming the construction industry towards becoming highly productive , environmentally sustainable , with globally competitive players and a focus on safety and quality standards . With more foreign construction companies making their presence here , it is apt for the CITP to include a programme to support consortia formation and strengthen overseas market intelligence as well as to strengthen access to financing for Malaysian champions going abroad .
On the other hand , the recent spate of workplace accidents and construction failure continues to make headlines in the media . On this , the Board had conducted road shows two years ago on the responsibility and accountability
of stakeholders in the construction industry highlighting causes of construction failures and recommending mitigation measures . The article on occupational safety and health in construction in this publication serves to remind readers on the importance of construction safety .
The effort to promote green and sustainable construction is well illustrated in the article on “ Sustainable Construction Excellence for a Better Future in Malaysia ”. It is also part of the CITP thrust to promote sustainable construction that complements other green initiatives such as Green Building Index ( GBI ), Industrialised Building System ( IBS ) Roadmap and the National Green Technology Policy .
With the Uniform Building By-Laws 1984 ( UBBL ) into its 33rd year of implementation , the article on its history is an appreciation of the works of the drafters who had taken 25 years to produce the document .
As my first message in this publication , may I thank my predecessor , Datuk Ir . Adanan bin Mohamed Hussain for his past contribution and I look forward to your contribution and support for this publication .
