The 11 th Malaysia Plan was developed based on the aim of‘ anchoring growth on people’, which is expected to transform ideas into reality by addressing all the goals outlined in Vision 2020 through the six strategic thrusts as shown in Figure 15. It is intended to ensure Malaysia stays ahead of the challenges and opportunities of the fast-changing global and political landscape. The key objective of the first strategic thrust“ Enhancing inclusiveness towards an equitable society” is to sustain solid economic growth for a longer period through inclusiveness, which is not meant for individual only but society’ s wellbeing. The strategic thrust on“ Improving wellbeing for all” meanwhile focuses on enhancing the standard of living and quality of life of Malaysians by addressing individual socio-economic, physical and psychological needs in an efficient manner. The“ Accelerating human capital development for an advanced nation” strategic thrust is not just looking into human resources but also into an effective labour market that is able to attract foreign investments. Both strategic thrusts on“ Strengthening infrastructure to support economic expansion” and“ Re-engineering economic growth for greater prosperity” provide specific emphasis on good infrastructure assets and services and robust production of high-value goods and services respectively.
Figure 16 addresses the paradigm shifts, which are expected from pursuing a green growth strategic thrust through“ game changers”. Green growth will bring Malaysia towards a sustainable socio-economic development path, where improvements in quality of life are in harmony with the sustainability of the environment and natural resources. Two of the most obvious game changers of green growth are the Government’ s responsibility as well as intensive use of resource and energy. The responsibility of sustainable development and green construction should not only be borne by the Government in order to ensure successful implementation in the construction industry. It has to be a shared responsibility between Government and private sector as well as individual citizens. The latter have to be aware of the cause and effect of their daily behaviour and their decisions that may have an impact on the green growth. It is also emphasized in one of the green growth game changers that energy and resources must be managed efficiently through an equal balance in terms of considerations and constraints for both supply-side and demand-side factors.
