So what is the definition of Commissioning Specialist ?
● In a new building , commissioning services is a systematic quality assurance process to verify that building systems are fully operational and perform interactively according to the design intent and owner ’ s requirements .
● Building commissioning is the process of verifying , in new construction , all of the sub-systems for mechanical , plumbing , electrical , fire / life safety , building envelopes , interior systems , cogeneration , utility plants , sustainable systems , lighting , wastewater , controls , building security , to achieve the owner ’ s project requirement .
The History of Commissioning Specialist
● The US Navy was the first to implement the need for Building Commissioning ( Cx ) to ensure that ships were seaworthy before leaving ports
● 1977 : Public Works Canada was the first to use Cx in their project delivery system
● 1981 : Disney World includes Cx in the design , construction and start-up of the Epcot Centre
● 1988 : ASHRAE publishes HVAC Cx Guidelines
● 1991 : US Utilities require Cx on EE installations
● 1998 : LEED criteria includes CxA
● 2009 : GBI criteria include CxS
● 2010 : CxS helps ST ‘ Diamond ’ Building achieve GBI Platinum

Today the role of the building CxS / CxA / ICA has become a central component to the whole building design process as the built environment continues to include more complicated and inter-dependent systems and Owners focus on energy efficiency to keep operational costs down .

● Major globally established green rating systems recognise the need to address typical shortfalls of the building industry where it relates to the need for proper design and commissioning of a building ’ s energy-related system .
● While green rating systems do not mandate the appointment of a CxS / CxA / ICA , Owners are urged to consider such an appointment to enhance the performance of their buildings in the long run .
